RE: LA County’s Most Business Friendly City Award consideration for the City of Covina

Dear Daryl Parrish,

Camden Holdings, LLC is currently developing an 85,000 square foot shopping center in the City of Covina anchored by a new CVS Pharmacy and Jack In The Box quick service restaurant. The project is located at 535 & 575 S Citrus Ave. Covina, CA 91723.

Camden Holdings, LLC is a privately owned family company set up to buy and develop commercial property for our family trust. I am a family member as well as the project manager and expeditor for the project on behalf of Camden Holdings, LLC and I have worked directly with the City of Covina throughout the entire planning, entitlement, and permitting phases.

We bought this property in the summer of 2008 at the height of the commercial real estate boom and, while many other commercial development projects of this caliber have stalled along with the macroeconomic meltdown, it is a testament to the City of Covina that we are currently under construction and scheduled to open for business in the fall of 2010. This was in large part possible because of the business friendly atmosphere of the City of Covina. We in fact worked very closely with the city personnel to keep this project afloat. The development planning staff understands that helping developers to mitigate risk is a key ingredient to fostering new development projects which enhance the local community with services while providing local jobs and tax revenues. They were able to do this by providing us with clear timeliness and fees schedules that gave us a roadmap which we could actually rely on. The city also created a clear path of communication between all pertinent departments which further helped to streamline our communications. Our project was assigned a key point person that was available at any time to help smooth over any planning issues that might arise.

The fact that this project has preceded on budget and on time in what many are referring to as the “Great Recession” speaks volumes about the efficiency and creativity of the Covina city personnel and their outlook toward the business community. We have developed over 80 commercial projects throughout Southern California and our experience working with the City of Covina ranks at the top of the list. For this reason, we strongly recommend and endorse them for the LAEDC award for “LA County’s Most Business friendly City.”
